Water 7 Arc is set in the island of Water 7 which was clearly inspired by Venice's rivers. Water 7 has an annual Aqua Laguna storm, which is a huge storm that makes its way through the island. The storm surges through the island, flooding the lower areas of the city. It has become increasingly more severe with each passing year.
The city's leader, Iceberg, decided that the only way to solve the problem was to make the entire city float. Iceberg may be able to get ahead with the announcement by Dr. Vegapunk.
